Regulation: Legal, Complex, and Ready for Change
Online gambling in Mexico is legal, but not via a dedicated online law. It falls under the Federal Gaming and Raffles Law and the 2004 regulation, originally designed for land-based casinos.
There is no such thing as a standalone online licence. Online is treated as an extension of land-based permits. Today, around 36 land-based licence holders have the right to operate online, and that is the only entry point. For international operators, this means partnering with a permit holder, typically through a joint venture or commercial partnership.
In late 2023, new sub-licensing schemes were phased out, making partnerships with existing permit holders the only viable path forward. To complicate matters further, SEGOB rarely issues new permits, and current government policy is against granting additional licences.
Reform is currently under discussion in 2025. Proposals to modernise tax, compliance, and digital oversight are moving, but the timeline is uncertain. Once reform lands, expect an influx of capital, a sharper compliance framework, and a new wave of global entrants. Right now, it is a patchwork system, outdated but functional. Once modernised, Mexico could rival the biggest iGaming markets in the world.
Payments and Crypto: Dual Engines of Growth
Local rails are the lifeblood of the market. SPEI remains the backbone of Mexican payments, while CoDi and DiMo are gaining traction. Card use is rising, but instant local methods are essential if you want to keep players active.
